You could be speaking of a fracture membrane
for expansion joints and cracks in the concrete. Some
membranes have a fuzzy mesh on top side.
There shouldn't be a reason for a mud bed for the
concrete, but, I wouldn't know your particular situation.
Perhaps, that was thin-set.

: In new home, builder said that there would be a felt underlayment under ceramic tile. Tile installed using mud over concrete slab. Is that satisfactory or should I hold them to their promise of a felt underlayment?
