The installation will only be as good as the paint adhesion. Which is compromised by the adhesive, when it is applied over it. Everything comes loose.
Your best option is to install a ¼" birch underlayment then the vinyl on top, when it comes time to install the sheet goods.
The vinyl, once fully glued will telegragh any imperfection in the subfloor, as it cures. So you better be sure the subfloor is very smooth, befor you stick the vinyl.
