Steve.. you should definitely NOT use only liquid nails on the stepnosing.. the proper way to install it is to hammerdrill into the concete, insert mollies, then screw the nosing down.. you'll have to pre-drill and countersink the nosing first... screws should be no more than 10 inches apart. The liquid nails is good for added holding power, but should not be used alone.
