The real deal is that sheet vinyl is a very good moisture barrier. In new construction a 60 to 90 day concrete is the minimum that you accept. That is wait a little , get a more secure installation because the concrete will be reasonably dry, (not dry but reasonably dry).

Even with the looser joints that Alloc and Armstrong use, you should not use glue on a glueless floor. It serves no purpose. The joints are so tight that excess glue can cause lateral cracking of the substrate from hydraulic pressure at assembly. The joints are waxed and glue doesn't adhere to wax.
