The material I would suggest would be an Ardex Product. This material can be mixed to a self-leveling consistancy that will fill in the low spots to create a smooth surface to receive your tile.
I should mention that most preparation of this manner should only be completed by an authorized Floor Craftsman because of the sub-floor is not right ... your tile will look bad.
You can also SCREED over the high spots to fill in the low spots ... this is easier but still requires a figh degree of skill.
