Another idea you may want to take into concideration is to go to a janitorial supply store and pick-up some orange citrus solvent. You'll need a mop, bucket and either a stiff scrubbing brush w/a long handle or a buffer w/ black pad for large area's. The orange citrus will disolve any adhesive ( that I know of ). After you remove the adhesive you then clean the slab with a power washer. The power washing should remove any embedded adhesive, solvent residue and any other foreign residue in the surface of the slab. Be carefull not to blast off the top of the slab w/ the power washer. Then you paint. It should stick... but no promises.
