One of the old pros in Northern California, Des Stone, thinks your old floor was probably a product from the 70's called Torginal.
An epoxy resin was poured on the floor, paint speckels were scattered and then another coat of epoxy was laid over the top.
Des laughed that a local group of fireman were installing the product on the side back then and "would put them(floor installers) all out of business".
I'm afraid the toxins put them out of business first! Anyway, to pursue some options, I suggest you visit Floor Seal Technologies' and then Ardex's Internet sites.
