Angela, remove the damn tile and scrape the adhesive from the concrete floor.
ALWAYS use a latex-modified mortar.
I always add to that a good bonding enhancer/additive like Laticrete #333.
That is, if you want it to last and not get cracked grout joints and bonding failures.
